Stakeholder group

CrossSafe is guided by a small group of community stakeholders who meet quarterly to investigate research, inspire ideas and advise the members on next steps.

The group members are:

  • Cameron Agnew, Wembley PS P&C

  • Nicole Barnoa, Newman College parent

  • Claire Dethlefsen, Hale School parent

  • Kate Rowlands, CSHS parent

  • Lindsay Snashall, CPS traffic warden

  • Dwain Watkins, LMPS P&C

Terms of reference

1. Purpose

The CrossSafe Advisory Group supports community-led action on school crossing warden recruitment and retention in the Churchlands electorate. It was established in response to a documented shortage of wardens at local school crossings.

The group advises the Member. It does not manage council operations, school traffic arrangements, or road infrastructure.  Those remain the responsibility of the relevant agencies.

2. Membership

Invited personally by the Member, current membership has no fixed terms.

3. Decision-Making

The group operates by consensus and produces advice, not binding decisions. Where views differ, the range of perspectives is noted. The Member retains full discretion over how to act on the group’s input. The group does not communicate officially with council or schools on behalf of the Member.

4. Accountability

The Member is accountable to constituents for how CrossSafe is run. The electorate office keeps a brief record of each meeting. Discussions are treated as confidential unless the group agrees otherwise. Members do not speak publicly on behalf of the group without the convener’s agreement.

5. Review

The group will review its purpose, membership, and effectiveness at the 12-month mark. The review will ask whether the warden shortage has improved, whether the right people are at the table, and whether the group is still needed. It may continue, adapt, or stand down.
